The European eHealth Action Plan identifies the legal barriers: 

• lack of legal clarity for health and wellbeing,
• lack of legal clarity for mobile applications
• lack of transparency regarding the utilization of data collected by such applications;
• inadequate or fragmented legal frameworks
• lack of reimbursement schemes for eHealth services;
